If this is happening within a library or school, it may be because you have been assigned an out-of-state IP address.

 My library’s IP address has changed to an out-of-state IP and our users can't get database access. What do I do?

If this is happening to a user outside the library or off-campus and they are using a computer with an out-of-state IP, they should be prompted to enter a card number (in most cases, a public library card number or college library card number). You can suggest getting a card from a nearby library if they don't have one yet.
